A service provided to service entities at the level of the Kingdom, such as telecommunications, electricity and water companies. It allows those who represent them within the project coordination offices to apply for a permit for excavation works within cities, with the aim of coordinating with the rest of the entities before digging and providing a public utility service.

1) The representative of the service entity fills out and sends an application for issuing a regular drilling permit after logging in on the Baladi platform, ensuring that all data is correct, reviewing the service requirements, and acknowledging that they have been read and adhered to.
2) The request is automatically published to all concerned parties (coordination and accreditation bodies) and they are notified of the existence of an incoming request that must be reported within a specific coordination period.
3) Once the order has been accepted; An invoice for the legally prescribed fees is automatically issued and the applicant is notified of the need to pay within a specified period.
4) upon payment of the fees; The digging permit and notice is issued to the applicant and he can print the permit.

1) The service entity must define its representatives within the Infrastructure Projects Coordination Office (users are defined and powers are linked electronically).

2) The service entity must define its work team within each coordination office in each secretariat (a number of classified contractors, consultants and supervisors).

3) The following conditions apply to the work team members (contractors/consultants/supervisors) prior to their registration in the drilling permit application:

The commercial records of both the main contractor and the subcontractors must be valid and active throughout the excavation work period until the release certificate is issued. This shall be verified upon receipt of applications (issuance request - extension request - closure request ...).
Both the main contractor and subcontractors must have a city service provider classification certificate that is valid for the duration of the excavation works. The contractor can apply for a city service provider classification certificate through the link
Both the main contractor and sub-contractors must be internally qualified in the Secretariat within whose scope of supervision they are required to work.
The commercial records of both the main consultant and the sub-consultants must be valid and active throughout the excavation work period.

4) The service entity must sign a service level agreement with the Ministry of Municipal, Rural Affairs and Housing.

5) The service body must prepare the geographical plans (Shape File) of the excavation paths for which an excavation permit is required to be issued.

6) The service entity must prepare a security and safety plan at the site, and the plan must be compatible with the security and safety requirements contained in the Traffic Control Means Manual.

7) The service entity must prepare a traffic control plan in the event of the need to close a street, and the plan must be compatible with the traffic control manual issued by the Ministry of Municipal and Rural Affairs.

8) Sometimes the service body has to prepare an initial analysis of the expected impacts on the road.

9) The application for the issuance of the permit must be submitted long enough before the start of the planned excavation to allow the publication of the application to all concerned parties and coordination among them.

10) The service entity submitting the request is obligated to review the request and approve the validity of its data before sending it.
